The Lagos State Government has announced the official commencement dates for seven newly enacted laws signed by the Governor, Mr. Babajide Sanwo-Olu, aimed at enhancing public safety, governance, and institutional growth. The announcement was made in a statement issued by the Ministry of Justice, and signed by its Director of Public Affairs, Mrs. Grace Alo. The ministry confirmed that the laws, passed by the Lagos State House of Assembly and assented to by the Governor, have been accompanied by Commencement Orders in accordance with legal requirements.

According to the statement, five of the laws took effect on February 19, 2025, while the remaining two will come into force on August 4, 2025. The staggered implementation is intended to provide time for public awareness, institutional preparedness, and deployment of necessary infrastructure to ensure effective enforcement. The laws effective from February 19, 2025, includes Lagos State Fire and Rescue Service Law, which introduces a modern framework to improve fire safety, emergency response, and rescue services across the state; Lagos State Law Enforcement Training Institute Law, which mandates structured training and certification for law enforcement officers to enhance professional standards and Human Organ Harvest and Tissue Transplantation Law, which regulates organ and tissue donation and transplantation, with strict penalties for illegal practices.
Others are Consumer Protection Agency Law, which establishes a dedicated agency to safeguard consumer rights, address complaints, and ensure fair practices in all sectors; Victim Assistance and Witness Protection Law which provides legal support and protection for crime victims and witnesses, aiming to strengthen cooperation with law enforcement and curb intimidation. The laws effective from August 4, 2025 are Local Government Administration Law, 2025 to reform local governance by clearly defining roles and responsibilities, and promoting transparency and accountability, and Lateef Jakande Leadership Academy Law, 2025, which establishes a leadership development programme in honour of the former governor, designed to train young professionals for public service roles.
The Ministry of Justice called on all agencies and the general public to take note of the commencement dates and ensure full compliance. “These laws reflect the state government’s deliberate and strategic approach to reforming key sectors and improving governance outcomes,” Alo stated.
